Happy 250th Birthday, America! Just as the Continental Congress gathered to debate the future of the colonies, the FBI CJIS Advisory Policy Board (APB) serves as the critical body overseeing national criminal justice information services (CJIS).
🎵 The Room Where It Happens (What is the APB?) 🎵
The APB is composed of 35 representatives from across the US. Just like the early American congresses, they meet at least twice per calendar year.
Their core mission is to review policy, technical, and operational issues for CJIS Division programs and make recommendations. Ultimately, this board is responsible for developing and maintaining the CJIS Security Policy—the constitution of criminal justice data security!
✍️ Not Throwing Away My Shot: The Topic Paper ✍️
This is the formal vehicle for proposing CJIS policy changes. State agencies, national organizations, or FBI subcommittees can step up to the plate and start the process.
⚔️ The Six Commandments (The Lifecycle of a Topic Paper) ⚔️
Forget the Ten Duel Commandments—getting a policy change approved requires surviving the six rigorous steps of the Topic Paper lifecycle:
1. Submission: The journey begins when a topic paper is submitted by a CSO, professional organizations, or the FBI.
2. Analysis: The FBI CJIS team plays the role of the diligent clerk, reviewing the submission for completeness.
3. Working Groups: Here comes the cabinet battle! The proposal is passionately debated by state and local representatives.
4. Subcommittees: The paper goes into a deeper policy review based on its subject area.
5. The APB: The Full Board votes on the recommendation, deciding its ultimate fate.
6. Final Approval: George Washington had his quill, and today, the FBI Director signs the paper as official policy. History has its eyes on them!
